The U.S. House of Representatives voted Thursday to ban the slaughter of horses for human consumption, apparently ending a decades-long battle. The vote was an overwhelming 263-146 supporting H.R. 503, outlawing the shipping, transporting or selling of horses for human consumption. Meat industry groups decried the decision. "We are very disappointed by this vote, which clearly was based on emotion, not science," said Joy Philippi, president of the National Pork Producers Council. Nearly all meat groups had opposed the bill. Nearly all slaughter of horses for meat is conducted by three U.S. facilities, and virtually all the meat is exported, mainly to the European Union, where consumption of horsemeat is commonplace.
